The Agricultural Commodity Transformation (ACT) Fund is a blended finance fund initiated by the Common Fund for Commodities. The ACT Fund provides tailored debt to high-potential agri-SMEs across emerging markets. By combining flexible capital with technical assistance, the Fund, improves the incomes of smallholder farmers, enhances climate resilience and supports the transition to Inclusive Regenerative Agriculture

The ACT Fund is structured as a Dutch private partnership. Its blended capital structure provides investors with strong downside protection and attractive, risk-adjusted returns via a substantial first-loss equity layer of USD 25 million. CFC has already committed USD 20 million to the first loss layer which offers protection to the mezzanine equity and debt layers throughout the lifetime of the fund. The four-tier structure mobilizes different types of capital into underserved agri-SMEs at scale.

Through tailored financing with debt instruments ranging between USD 1.5 - USD 5 million and strategic technical assistance support, we enable businesses to scale operations, strengthen farmer networks, and enhance long-term competitiveness
